Vintage Plastic Poker Chip Caddy 9" x 4"with Chips Red White Blue Green Hoyle?

Description

I believe this caddy was made by Hoyle but I am not sure.
Vintage poker chip set.
There are 173 chips.  38 blue.  47  white.  44 red.  44 green.  Not sure what they are made of but feel like a hard plastic. They are used with light scuffing. Clean.
Brown hard plastic rack. The top of the rack, between the stacks of chips is marked with letters, I R L A D A C N I do not know what they mean.
There are no makers marks on the chips or the rack.
